Residential:
14-2 – Placing waste on streets or other public property.
It shall be unlawful for any person to place or deposit or cause to be placed or deposited on any of the parks, streets or sidewalks of the city any dead animal or fowl, any garbage, trash or rubbish, any decaying animal or vegetable matter, or any sweepings of residences, stores, offices or other buildings, or for any person to deposit or place any garbage in any alley, street, stream or other public place within the city, unless garbage is enclosed in a suitable container.
14-3 – Dumping or leaving waste on private property.
It shall be unlawful for any person, without written permission, to dump or leave trash, refuse or garbage on any property belonging to another in the city.
14-4 – Garbage containers.
(a) Residential – All garbage, trash or other waste material shall be placed in a plastic bag at the curbside in front of the respective residence. Garbage, trash or waste material shall be placed in the pickup area no earlier than the night before the scheduled pickup day for that area, as established by the sanitation department. No bag shall be placed curbside weighing more than thirty (30) pounds. Pickup shall begin at 7:00am on scheduled pickup days.
(b) Commercial or Business – All garbage, trash or other waste material shall be placed in a plastic bag within covered containers and placed at the rear of the building at the alley or, if no alley, at some location approved by the sanitation department. Garbage, trash or waste material shall be placed in the pickup area no earlier than the night before the scheduled pickup day for that area as established by the sanitation department, provided, however, a business may place material in an enclosed collection area at any time. The enclosed area shall be maintained in good condition and the site kept clean of any scattered debris by the property owner. No bag shall be placed at the pickup area weighing more than thirty (30) pounds. Other waste material may be collected, provided the type and method of collection is approved by the sanitation department. Pickup shall begin at 7:00am on scheduled pickup days.
(c) Liquids – All garbage and refuse shall be drained of liquid to less than (10) percent of total volume weight before being deposited for collection.
(d) Containers – All plastic bags shall be no less than thirty-three (33) inches by forty -(40) inches in size, and in no case shall the thickness be less than two (2) mils. Covered containers must be able of supporting contents.
(e) Enclosed Collection Area – All collection areas shall be accessible, of uniform height, constructed to conceal contents and subject to approval by the street/sanitation superintendent.
14-5 – Disposal of yard or garden waste, trade waste, tree limbs, etc.
(a) No yard or garden cleanings, weeds, grass, factory cuttings or trade waste will be picked up by the city, except that which can be placed close to a driveway or road and will not cause a hazard to motorist or pedestrians. All shrubbery and tree trimmings must be piled up.
(b) All tree limbs must be detached from the main body of the tree and must not be more than (5) inches in diameter or over four feet in length. The main body of the tree must be cut in sections not over four (4) feet in length or five (5) inches in diameter and weighing no more than seventy (70) pounds.
(c) Leaf pickup by leaf vacuum will be made for a period of five (5) months beginning November 1 and ending March 31 of each year. Leaves must be curbside, free of any other trash or garbage and must not block any sidewalk, street, driveway or ditch. Between April 1 and October 31 of each year, leaves must be bagged for pickup and bags shall be of sufficient strength to prevent splitting when picked up.
(d) All tree limbs, brush, tree tops, stumps or any other debris created by a licensed tree trimmer or by a contractor or property owner clearing land must be disposed of by such tree trimmers, contractors or property owners.
Recycling:
Curbside recycling is collected once per week for residential and small businesses.
Cardboard recycling is collected weekly for commercial businesses only.
An unmanned recycling station is located next to city hall and is open 24 hours per day.
All business and residence must call the sanitation department to be added to the collection route. Collection requirements and schedules will be determined at that time.
